The results concerning evaluation studies of training measures are
contradictory. The majority of impact analyses give an inconsistent picture
about the employment effects. Some empirical analyses show that the systematic
monitoring of qualification needs on the regional level can lead to better
results. This is the starting point of this report: The question is to what
extent the analysis of regional qualification needs contribute to a more
efficient vocational education and training system on the one hand, and to a
better matching in the labour market one the other hand. A proposal is developed
on how the systematic analyses could be organized - also under consideration of
cost-effectiveness. The focus of the report lies in methodological as well as in
institutional aspects of developing a regional information base. A combination
of quantitative forecasts and qualitative partial analysis is suggested. This
system is meant to be integrated into existing regional networks to support a
target-oriented, integrated regional labour market, training and structural
policy.
