Learning from neighbors. Qualification need in OECD countries
As barriers to investment continue to be dismantled at the level of the nation
state and people in the workforce become increasingly mobile, the ability of
vocational educational systems to adapt to such changes has become a significant
production factor both in and beyond the internal European market.
In an ever-smaller world, it is important to consider international experiences
and results in studies of qualification developments. Prognoses from other
countries can also be applied to future developments in Germany. Successful
procedures for implementing recognized qualification needs in concrete education
and continuing training measures can serve as "good practices" and models for
modernizing German mechanisms of regulation. The Federal Ministry for Education
and Research (BMBF) supports this internationally comparative approach within
the initiative "Früherkennung von Qualifikationserfordernissen" ("Early
detection of qualification requirements").
