Manfred Fleischer joined WZB in 1977 and retired in 2004. He is still affiliated with the WZB. He studied Business Administration and Manufacturing Engineering in Berlin at the Technical University and the Gauss Engineering College.  He received his Ph.D. in Industrial Economics from the Humboldt University, Berlin. For more than three years he worked as an Engineer at the Joint Research Center of the European Commission in Ispra (Italy). He was project manager of two WZB studies for the European Commission on innovation in the chemical industry. In 2000, he completed a study on the “Impact of EU Regulation on Innovation of European Industry” for the European Commission.  This study focused on three important policy issues related to innovation in the chemical industry. The key research question concerned the impact of the structural differences between the notification systems for new chemical substances of the EU, Japan, and the USA.

Research interest: Regulation, innovation and competitiveness, in particular the impact of regulation on innovation and competitiveness in the chemical and pharmaceutical industries
