Weidner, Helmut; Public Interest and Sustainable Development - a Precarious Relationship. 2002, 37 S.
English Abstract: Public interest and sustainable development are both vague and controversial (regulative) ideas. Despite some common aspects, a curious state of tension persists between the two notions, which could in principle be productive for the further development of the two ideas or concepts from both the normative and practical policy perspectives. Following a brief retrospective, this paper looks into the essential differences between the concepts and discusses possibilities of reconciling or resolving them. A relationship of mutual complementarity is finally proposed, in which public interest with its "here and now" bias rubs against the sustainability idea with its emphasis on "there and later" to generate politically realisable strategies that take account of the globalisation of political, economic, and social interactions and interdepencies. The upshot of the argument is that a "regulative double-idea" is indispensable, for in face of the current global development trend, there can be no public interest without sustainable development or sustainable development without public interest.

Kern, Kristine; Kissling-Näf, Ingrid; Koenen, Stephanie (Mitarb.); Landmann, Ute (Mitarb.); Löffelsend, Tina (Mitarb.); Mauch, Corine (Mitarb.)2002:  Policy Convergence and Policy Diffusion by Governmental and Non-governmental Institutions. An International Comparison of Eco-labeling Systems.
English Abstract: The study deals with eco-labeling systems that have spread faster than other types of new policy instruments. The paper focuses on the diffusion of two different types of eco-labels: (1) general eco-labeling systems such as the German "Blue Angel" (Blauer Engel), and (2) the Forest Stewardship Council (FSC) certification program. We start with three different explanations for policy convergence: international regimes, regional integration, and global policy diffusion. Policy diffusion is gaining in importance due to the diffusion processes triggered by the emergence of international, intergovernmental, and transnational transfer institutions. It is assumed that governmental or quasi-governmental transfer institutions (general eco-labels) and non-governmental transfer institutions (FSC label) have similar functions and effects. Our main thesis is that labels can diffuse globally, be decided on, and even implemented at the national level without significant state influence. Furthermore, three success factors for the national performance of eco-labeling schemes are analyzed: (1) the characteristics of policy innovations (costs of labeling etc.); (2) the economic, societal, and political-institutional capacities for action; (3) the co-existence and competition between different eco-labeling systems which can result in converging standards. On this basis some conclusions regarding the overall performance of transnational network organizations, such as the FSC, are drawn.

English Abstract: "Patterns of interaction in a discourse procedure on the development of environmental indicators"

Informal discourses are a current trend. Roundtable discussions, mediation procedures, state-of-the-future workshops and consultative bodies of every sort accompany political decision-making. Proper decisions are supposed to be ensured through ordered and fair communication. At the same time, however, only very few studies are available, which describe systematically communications structures and procedures directly related to a policy discourse. On the basis of surveyed verbal indicators gathered in the course of a four-day, moderated debate on the development of environmental indicators, the researchers were able to show that it was possible to objectify the form of the dispute. The characteristic feature of the discourse under investigation here (scientists posing questions to representatives of various organizations and associations) is reflected in the interactions, as was revealed by means of an interaction process analysis. Thus, as a result of corresponding preparations and well-directed moderation, it was possible to hold a constructive discussion of research-relevant issues within a political setting among an expert public. Parallels with other findings in small group and discourse research as well as implications for the practice of moderators are discussed.
