The Figure below shows the actual vote share (in percent) for the runner-up party along with the vote share among the available non-voters that the runner-up party requires in order to close the gap to the winning party (i.e. the Kohler-Rose Index). Values of the Kohler-Rose Index above 100 percent were set to 100. In this case it would not be possible for the runner-up party to close the gap.
